National Commission for Civic Education (NCCE)

The National Commission for Civic Education (NCCE) is a government agency in Ghana. The commission is responsible for the education of Ghanaians on civic matters.

 

Membership Requirements and Privileges

Members of the NCCE are mandated to meet specific criteria, including Ghanaian citizenship and eligibility akin to that required for parliamentary candidacy. The chairman and deputy chairmen are entitled to privileges commensurate with those of the Court of Appeal and High Court, respectively. The remaining members' privileges and conditions of service are subject to approval by the Parliament of Ghana.

Upholding Constitutional Principles

As enshrined in the Constitution of Ghana, the NCCE carries out five primary functions:

  1. Fostering a deep understanding of the principles and objectives outlined in Ghana's Constitution.
  2. Encouraging public defense of the Constitution against any form of abuse or violation.
  3. Developing policies and programs, in collaboration with government entities, to advance constitutional objectives at national, regional, and district levels.
  4. Initiating and overseeing programs to instill civic awareness and responsibility among Ghanaian citizens.
  5. Identifying and addressing inequalities within the population that impede the realization of true democracy, while offering recommendations for corrective action.

Election Education and Collaboration

The NCCE's significance is particularly evident during election cycles, where it conducts extensive public education campaigns to inform voters about electoral procedures and conduct. Notably, before the 2012 Ghanaian general elections, the commission played a crucial role in educating the electorate about the new biometric voting system.
